Page 198, item 8.6: the needed file is a shapefile named Nueces_Roads.shp in the Part 2 - Exercise_8 folder. It has is an attribute column named TLID that is used as the burn in field.

Exercise 1

Page 206: GeoPackage is incorrectly identified as being based on SpatiaLite. It is in fact based on SQLite as correctly stated on page 23.
